Thanks a lot to Suresh Chandvankar ji for sharing it. According to his info, this silent movie was shot by the family on an 8 mm Camera. Its probably Circa 1945.
The details of the music as shared by Mr Lazzlo from Hungary with Suresh ji are as follows:-

Pt. Ravi Shankar-U.Alla Rakha
Deshi - Áláp-Gat   HMV EALP 1261/1961
reissued   Odeon D/MOAE 5008/ 1968
see attached jpg
( I think this recording comes from the Golden Age period  of Ravi)
Image of the LP is attached.

UPDATE: Here is the full version of the video on popular demand. It is around 45 minutes long. As some may have realised the video is in pre-partition Lahore!

Also details of the source of the video have emerged from Prof Surjit Singh. "Zainuddin Vahanvaty lives in L.A. Long ago his family lived very near Saigal's family and his sister was a close friend of Saigal's daughter. That is how he had the video. He has given copies to me and Dr. M L Kapur and Dr. Khawar Sohail Siddiqui of Austarlia. We must thank Zainuddin Sahib for this extremely rare home movie." Thanks a lot to Zainuddin sahib for this great service to Saigal fans.
